Yes. Just add a payment card to your iPhone and Apple Watch, and enable Express Mode. To add a card to your watch, use the Apple Watch app on your iPhone. Be sure to tap in and out with the same device when using Apple Pay.
No. You can only use a credit, debit, or prepaid card to pay with Express Mode using Apple Pay.

To use Apple Pay to pay for Regional Rail, tap your iPhone or Apple Watch on the SEPTA reader on the platform where you board, as well as where you alight. Remember that if you fail to tap off, you could be charged the maximum fare. During your trip, Conductors may ask to check that a trip was opened. When validating your trip with a Conductor, have Apple Wallet open with the card used to tap on with ready (you may have to authenticate with Face ID, Touch ID, or passcode). You cannot open a trip using Apple Pay once on board.
This is known as a card clash. To avoid being charged twice, keep your physical card separate from your Apple devices when using the reader.
